Roles at the United Nations

  • Negotiated and approved 341 resolutions related to peace and security, the environment and climate change, human rights, sustainable development, financing for development, south-south cooperation, gender equality, migration, and refugees.

    Secured necessary processes and agreements from the Member States to adopt and endorse the United Nations Declaration on the Rights of Peasants in November 2018, the Global Compact on Refugees in December 2018, and the Global Compact for Safe, Orderly, and Regular Migration in December 2018.

    Coordinated and presided over important high-level events such as the Nelson Mandela Peace Summit, the high-level meeting on the fight against tuberculosis, noncommunicable diseases, and the non-proliferation of nuclear weapons during the High-Level Week of the 73rd General Assembly.

    Launched the International Year of Indigenous Languages in February 2019 and spearheaded the high-level event on culture and sustainable development in May 2019.

    Organized a high-level event on the international commodities market and the cooperation and fight against illicit financial flows in May 2019.

    Appointed 38 representatives from the same number of countries, out of which 18 were women, as co-chairs for the intergovernmental negotiations and working groups of the General Assembly.

    Achieved completely eliminating single-use plastics in the United Nations headquarters in New York and Geneva.

  • Appointed as Ecuador's first female Permanent Representative to the United Nations in New York.

    Served as Co-Chair of the working group on the revitalization of the United Nations General Assembly; directed negotiations that led to the approval of a resolution of the Assembly to improve the working methods and strengthen the institutional memory and financing of the Office of the President of the General Assembly. 

    Actively engaged in negotiations on System-Wide Coherence and establishing a specialized agency for women, UN Women.

    Took a prominent role in the UN response to the 2008 Financial crisis through the International Stiglitz Commission established by the President of the General Assembly and formed by 18 renowned economists.

Roles in the Ecuadorian Government

  • Led the preparation and Parliament approval of the Human Mobility National Plan that served as the national policy on migration and the rights of migrants.

    Drafted and launched the Foreign Policy Agenda for 2017-2021.

    Designed and launched the initiative for the Amazon as a mechanism to strengthen the Amazon Cooperation Treaty Organization.

    Served as a mediator for the peace dialogues between the government of Colombia and the ELN (National Liberation Army) armed group. These negotiations resulted in the signature of the “Quito Agreement on a Temporary and Bilateral Cease-Fire,” which was in force from October 1, 2017, to January 9, 2018.

    Chaired the Andean Community of Nations (CAN) between May 2017 and May 2018.

    Established the gender equality policy within the Ecuadorian foreign service.

    Led the XIII Meeting of Foreign Affairs Ministers of the Amazon Cooperation Treaty Organization (ACTO) in December 2017.

    Chaired the G77+China group; she advocated for the need for solid and effective multilateralism as an overarching theme for the Group and played an active role in the deliberations and the agreements on Financing for Development.

    Succeeded in including Ecuador in the Treaty on the Prohibition of Nuclear Weapons in September 2017.

  • Oversaw Armed Forces in the fight against organized crime and coordinated emergency operations. Led reforms on social security management, education and training, and health policies for the military forces of all three defense branches: Army, Navy, and Air Force. Supervised activities of the Ecuadorian Space Institute (IEE), the Military Geographical Institute (IGM), the Naval Oceanographic Institute (INOCAR), and the Ecuadorian Antarctic Institute (INAE).

    Created the National Defense Political Agenda 2014-2017 and White Book; this Agenda conceived the role of the Armed Forces as an institution to protect the rights, guarantees, and freedoms of citizens and conceptualizes defense and security as public goods while defending sovereignty and promoting a culture of peace.

    Established the Gender Equality Policy within the Armed Forces, Convened the First Meeting, and established an international cooperation network of Women Ministers and Leaders of Defense in October 2013 in Guayaquil, Ecuador.

    Led the modernization process of the Armed Forces of Ecuador to adapt their role/functions to a new constitutional framework that was established in 2008, to the geopolitical context of the region, and the new risks and threats to national security, such as cybersecurity, drug trafficking, organized transnational crime, and disasters.

    Restructured and modernized the management, budget, and governance of the Armed Forces and facilitated internal dialogue with military personnel for agreement on strategies and plans.

  • Served as a coordinating minister of a government sector formed by the Ministry of the Environment, the Ministry of Culture, the Ministry of Sports, the Ministry of Tourism, the Government Council for the Galápagos Islands (the governing body of the Galápagos Archipelago), and

    Developed the National Plan Against Racism and Discrimination and the National Plan for Development and Cultural Diversity for Poverty Reduction in the context of implementing the Millennium Development Goals. 

    Designed and implemented a national recovery initiative for 32 cultural heritage cities of Ecuador as a means to foster tourism and generate jobs and income for local communities.

    Designed and implemented the Yasuní ITT Initiative, a commitment of the Ecuadorian government to leaving 856 million oil barrels underground in the Yasuní National Park to avoid CO2 emissions of 407 million metric tons.

    Represented Ecuador in international negotiation processes on sustainable development, intellectual property rights, indigenous peoples, biodiversity, and climate change. Served as chief negotiator for the Conference of the Parties for Climate Change and the Río+20 Conference. Cabinet coordinator for national positions on these issues.

    Restored the Ecuadorian railroad to full operation; the project won several international acknowledgments and prizes for economic empowerment of local communities.

  • Participated in the constitutional process that led to the new Constitution of the Republic of Ecuador in 2008.

    Actively participated in the drafting committees for the rights of nature, rights of the indigenous peoples and the plurinational state, and areas of security and defense and international affairs.

  • Established the New Ecuadorian Foreign Policy for 2007-2010, which served as a new blueprint for Ecuadorian Foreign Relations; reorganized the Ministry to include foreign trade responsibilities and promoted regional political and trade integration initiatives.

    Created and negotiated the constitutional treaty; organized the operational mechanisms of the Union of South American Nations (UNASUR), which was officially established in May 2008.

    Started bi-national coordination cabinets between the governments of Ecuador and Peru to address issues related to border development, security and defense, and economic and trade cooperation. This initiative boosted the implementation of the Peace Agreement signed with Peru in 1998.

    Established a new policy for Ecuadorian migrants abroad with a profound reform to the consular service that improved and broadened services while guaranteeing assistance and protection policy for the rights of Ecuadorians living abroad. Ushered the process to grant Ecuadorian migrants voting rights.

    Developed and implemented a new trade and investment policy, established an international trade agenda for Ecuador, and launched a new diplomatic and commercial relationship with non-traditional partners.

    Launched the negotiations for a “trade for development” agreement with the European Union.

    Set up the first affirmative action policies for women diplomats to ensure inclusive recruitment and professionalism.
